Dear Mr. Keppler:

On March 7,1980, Mr. S. J. Brewer of Public Service Company of Indiana, Inc. (PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). This item pertained to the ability of the major structural contractor's Quality Assurance Program to assure that PSI or Architect-Engineer initiated design changes were incorporated into plart construction activities.

When this concern t'as originally identified, over 300 safety related design changes had been initiated by PSI and.the Architect-Engineer.

Of these changes, i tcorporation of all except 64 could be verified .

by records of construction activities. As discussed in the interim report of April 2, 1980, PSI's structural contractor performed a visual inspection to verify the incorporation of the 64 design changes in -

question. Fifty-seven of these design changes.were accessible for visual inspection and it was verified that all of these changes were incorporated into construction activities. Of the remaining seven unverified design changes,four were inside pours and could r.ot be verified visually. Three other changes are presently inaccessible due to in place formwork and construction access roads and will be inspected after safety related construction resumes and the formwork and access roads are removed.

l Considering that every change which could be inspected was verified to be incorporated in construction activities and that over 300 safety related changes to date have been made correctly, PSI has a 0/7 S
