Pace 1 McGuire Nuclear Station Pesponse To IE Bulletin 79-14, Fevision 1, Suppleent 2 PART I Cescribed herein is the procran for McGuire Nuclear Station which M e Pcwer Co many has developed to provide assurance that design doc rents which provide input to seismic analyses for safety-related systes refic-t the as-built condition of these systes. This response descrites those elcnents which are important in verifyinc the conformance between desian doc m ts and the as-built conditica as mil as details of the inspection program utilized to assure con-fo=ance.
i 2.e follcwing inspection elcnents are important:
- 1. Pipe run geanetry.
- 2. Pipe support and restraint desicn, includinc pipe supoort type, locaticn, functicn, and clearance for seismic pipe succorts.
- 3. Pipe support attac.52nt to ebedrent.
- 4. Pipe attachments.
- 5. Valve and valve operator identification, location, crientat.cn, center of gravity, and weight.
- 6. Crifice flanges and other line flanges.
These inspection elements are covered under an on-coing, intecral part of the construction program for McGuire Unit 1. Detailed description of this program is provided in PART II. Much of this program is applied during the nor al course of *cGuire 1 erection, and portions or our inspection procram have occurred more than 12 cenths prior to issue of IE Eulletin 79-14. Ccepletion of this inspection program will rot occur until near the end of Unit 1 construction which is more than 120 days after the date of this bulletin. Nonconforrances are resolved in the norral course of construction and of completing the inspection prceram.
Our review of the inspection methods and practices described in PART II confics that all elenents of ou" inspection program completed pre /iously reain valid.
We are continuing, therefore, with the program underway and described herein to cceplete inspection of safety-related systes and simultaneously satisfy the recuirements to IE Bulletin 79-14.
A final reviea of drawings for eauipnent, pipe layout, and pipe support locaticr is perfc =ed for safety-related systes to assure that engineering and desian inccgorate the current drawing information. Nonconforrances between desien docets and the as-built conficuration are considered in this review, and piping systcm seismic analysas are revised where apprcpriate.

Pipe run gecretry and ccnfiguraticn inspecticns are perforced in ac:crdance with CA Prccedure M-8. ?ds inspecticn incitries verifying the general ccnfiguraticn and that dere are no abncr-ral dips, bends, cr distcrticns. Pipe run gecret y is de*2=ined drcuch v:.sual estiration of dinensicns with an accuracy of ,6 inches. Se piping locaticn is deterined by checking elevation chances, verifying dat pipe passes drcuch prcper openings, check-ing branch ccnnecticn locations, and visually verifying arrance-ent.

- 2. In June 1979, Duke initiated a progran to reviea each of apprcx-i ately 14,000 pipe stsports of Unit 1 safety-related piping.
?ds reviea ccmrs all aspects of design incitxiing: pipe sucpert type,1ccaticn, critical dirensicns (incitriing clearances) , remer sices, pipe attachrents, welding, base plate, and ccncre+2 exparsicn anchcrs. Pipe suppcrt lccaticn and dirensicns are determined by actual reasurerent. Clearances between piping and support and between integral piping attachrents and st=n rts are reasured. Clearan s beteen piping and penetraticns are visually estirated. Eeral insulaticn is rercied to facilitate inspecticn of all pipa st=part details. Nccccnfocances are evaluated and justified by appropriate engineering revies and/cr analyses as regaired.
Iocse ccncrete excansicn ancher bolts in pipe supports have been corrected as part of the program described herein. Duke will perfern additicnal testing and inspecticn of self-drilling, shell-tym expansicn anc"crs for pire supports in accordance with our respcnse to IE Bul-latin 79-02.

Failure to revica these pipe suppcres is acceptable in viea of the relatimly s all ntnber of inaccessible areas; the relatiwly low prcbability of a prcblem with an inacmssible pipe su= port er part of a pipe su;rcrt; and earlier pipe support insmcticn during erecticn.
Final deteminaticn of inaccessible support /mstraints has been ccepleted for M2 ire Unit 1. These support / restraints were inacces- I
- sible for detailed inspecticn as required by the Ibinspecticn Program (started June 1979). All of these support /restr-ints haw been previ- ,
