Dear Mr. Denton:

ULNRC-455 DOCKET NUMBER 50-483 AND 50-486 CALLAWAY PLANT, UNITS 1 & 2 This is in response to your letter of May 29, 1981 regarding an up-to-date projection for construction completion of our Callaway Unit No. 1, future quarterly updates of our completion status, and a commitment to have members of our staff available in residence near the NRC offices during the time that you requested.

With regard to the first item, our present goal for construction completion and fuel load is October 1982. Our unit is among a number of nuclear units that have been reaching an advanced stage of completion while new regulations and new criteria from the NRC to implement changes brought about by the Three Mile Island accident have been and still are evolviug.

These criteria and regulations and their applicability, some of which have .

yet to be finalized, and the associated changes and additions to our plant design have had an impact on our construction program and may have even further effects on our present construction completion target date. In addition, we have recognized that several other work areas at Callaway have fallen behind schedule and if uncorrected could cause us to miss an Octob s 1982 fuel load date. Union Electric has continuously monitored the construction progress of our Callaway Unit No. 1 and adapted to changes in conditions. At the present we are exploring options that may be available to us to recover schedule in those areas where construction progress has been slower than planned or may be impacted by Three Mile Island or other design issues. We feel that an October 1982 fuel load target date is still attainable and we urge that the NRC continue with the current licensing schedule to support our present fuel load target date.

With regard to the other two issues addressed in your letter, Union Electric agrees to submit a quarterly update to our construction completion status, with the next report being due on September 19, 1981, and to have members of our staff assisted by our consultant, Nuclear Projects, Inc. ,

available to the NRC offices in Bethesda dt*ing the period suggested by your letter. If there is a change in our projectica for construction completion prior to the next quarterly update, we will notify you promptly.
