AMENDMENTTO FACILITYOPERATING LICENSE NPF-21, WPPSS NUCLEAR PRO3ECT NO. 2 During their regular meeting of April 10, 1986, the Washington State Energy Facility Site Evaluation Council reviewed and adopted a motion indicating that the Council had no comments on the Washington Public Power Supply System's request by letter dated October 28, 1985, to amend the Operating License for Nuclear Project No. 2.

The Supply System request involved a change to Sections 3/0.6.3 (Primary Containment Isolation Valves) and 3/0.6.5 (Secondary Containment Integrity) of the WNP-2 Technical Specifications. The proposed amendment will allow reactor mode changes with isolated primary or secondary containment isolation valves without effecting plant safety.

The Council was notified of the proposed amendment request by the Supply System in accordance with the notification requirements of 10 CFR 50.91 We appreciate the opportunity to review this license amendment.
