AMENDMENTTO FACILITYOPERATING LICENSE NPF-21, WPPSS NUCLEAR PRO3ECT NO. 2 During their regular meeting of November 9, 1987, the Washington State Energy Facility Site Evaluation Council reviewed and adopted a motion indicating that the Council has no comments on the Washington Public Power Supply System's request by letter dated October 13, 1987, to amend the Operating License for Nuclear Project No. 2.

We understand that the Nuclear Regulatory Commission has already approved the Supply System's request on an emergency basis as Amendment No. 07 to WNP-2's Operating License.

The Supply System's request involved a change to Tables 3.3.7.5-1, Accident Monitoring Instrumentation, and 0.3.7.5-1, Accident Monitoring Instrumentation Surveillance Requirements, of the WNP-2 Technical Specifications.

The amendment allows the plant to continue operations with the acoustic monitor for safety relief valve MS-RV-2D inoperable until the plant shuts down for its next scheduled refueling outage or until the first forced outage of sufficient duration to effect repair, whichever occurs first.

The Council was notified of the proposed amendment request by the Supply System in accordance with the notification requirements of 10 CFR 50.91.
