Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSE NPF-4 NORTH ANNA POWER STATION UNIT NO. I PROPOSED TECHNICAL SPECIFICATION CHANGE NO. 26 Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Opera-ting License Nc. NPF-4 for the North Anna Power Station, Unit No. 1. The pro-posed changes ar e enclosed and have been designated as Change No. 26.

The enclosed proposed Technical Specification changes are in response to a NRC letter dated September 28, 1979 concerning requirements for auxiliary feedwater systems at North Anna Power Station, Unit 1. In accordance with the NRC recommended action, proposed Specifications 4.7.1.2.c and 4.7.1.2.d will assure flow path verification during the unit startup by verifying auxiliary feedwater flow from the motor driven and the steam driven auxiliary feedwater pumps to each associated steam generator.

The deletion of the minimum steam pressure requirement for testing the steam driven auxiliary feedwater pumps in Specification 4.7.1.2.a.1 is necessitated by the fact that during MODE 1 operation, the minimum steam pre sure of 835 psig required by the test criteria is not available; therefore, the surveillance requirement cannot be performed. Since the flow criteria of this test can be met in MODE 1 despite the steam pressure being less than 835 psig, deletion of the steam pressure requirement will enable this surveillance requirement to be performed in MODE I and sti11 meet the acceptance criteria.

The exanption requested in the action statement of Specification 3.7.1.2 is necessary because there is insufficient steam pressure available in MODE 4 to perform the steam driven auxiliary feedwater pump test required by Specification 4.7.1.2.a.1 for entry into MODE 3.

Denton 2 The proposed changes for testing the auxiliary feedwater pumps will not decrease the margin of safety associated with the auxiliary feedwater system; indeed, safety will be enhanced by the verification of auxiliary feedwater flow paths prior to commencing unit power operations.

This proposed change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Commit-tee. It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10CFR170.22 and have determined that this request involves a single safety issue; t he re fo re ,

a Class lll IIcense amendment fee is required. Accordingly, a voucher check for

$4,000.00 is enclosed for payment of the fee.
