WATER HAMMER DEMONSTRATION TEST SAFETY ANALYSIS AND TECHNICAL ~ SPECIFICATION EXEMPTION REQUESTS NORTH ANNA UNIT NO. 2 Enclosed (Enclosure 1) is the procedure for cunducting the secondary flow stability tests as required by Technical Specification 8.1. Also enclosed (Enclosure 2) is the safety analysis and dis-cussion of the required exemptions to Technical Specifications for conducting the stability tests.

1 Pursuant to 10 CFR 50.90, we request an amendment to license NPF-7 which would permit the performance of the special test program by temporarily exempting certain-Technical Specifications. Included in Enclosure 2 is a list of the specifications which will require exemptions and the reasons these specifications must be exempted. This enclosure also provides the basis for continued operation during the test.

The enclosed safety analysis, request for Technical Specifi-cation exemptions, and test procedure have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating Committee.

The request has been evaluated in accordance with the criteria in 10 CFR 170.22.. It has been determined that this request involves a single safety issue; therefore, a Class III license amendment fee is

, required. Accordingly, a voucher check in the amount of $4,000.00 is

- enclosed in payment of the required fee.

In accordance with Technical Specification 8.1, we are sub-mitting this test program for your review. We are ready to perform this test and would appreciate your prompt review and approval of this request.
