Dear Mr. Keppler:

,, On March 30, 1981, Mr. T. D. Geib of Public Service Company of Indiana, Inc. (PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). PSI Quality Assurance personnel discovered that during welding on safety-related embedment plates by Cherne Contracting Corporation (CCC) structural concrete in which the plates were embedded was excessively heated resulting in spalling of the concrete. Such heating may reduce the strength of the concreto locally and consequently the load bearing capacity. -

l Subsequent investigation revealed that CCC welding procedures did not include I

temperature controls at concrete-steel interfaces. PSI is presently evalua-l ting this situation to determine what controls, if any, will be necessary to prevent a recurrence of concrete spalling due to embedment heating. A deter-mination of how many embedment locations may have sustained heat damage is also underway at' this time.

This letter is intended to fulfill the requirements of an interim report as defined in 10 CFR 50.55(e). A further report vill be submitted on or before September 1, 1981.
