My March 10 letter to you advised of an apparent breakdown in thethe handling of Davis-Besse security-related information pertaining to plant. This letter is to provide further infor '

mation on the origin of the proprietary pages of-the IE Reports found in the Ohio Consumer Counsel's (OCC) files.

believe OCC attorney Tim Jochim advised me today that they now the proprietary documents were furnished by Toledo Edison in response to a data request made by the Ohi,o Public Utility Commission (PUCO) s taff. This would have been in con-junction with a Fuel Case designated as 79 -2 33-E L- FAC . It is not known whether the OCC copies were obtained by them from the l

PUC0 staff or if they were furnished directly by Toledo Edison.

This means that it does not now appear that Cleve.'.and i

Electric Illuminating (CEI) was involved'in the furnishing of the documents in question. It also means there is probably now
