Davis-Besse Nuclear "ower Station The Toledo Edison Company i Supplement to Preliminary Safety Analysis Report i Docket No. 50-346

Dear Mr. Case:

i Mr. Fred Conwell of this office was requested by Mr. Anthony J Cardone of DRL to make a review of the foundation exploration

) program with special emphasis on solution effects in founding rocks.

Additional information has been received since we transmitted to DRL questions and comments resulting from our general i review of the PSAR Volumes 1, 2, and 3. Questions resulting from review of the additional geological and foundation portions I of this data are presented in Attachment A, hereto.

Review of New Data Submitted 1 63 List of New Data:

1. Special Report 1 - Text Excavation Program Made in the Ground 1 Surface Depressions Area - 1 October 1969 by Woodward Clyde &

Associates, Inc. received December 29, 1969

2. Amendment Number 1, PSAR received December 29, 1969 3 Amendment Number 2, PSAR received March 10, 1970.

Questions:

1. It is indicated by the applicant that in order to prevent a resump-tion of solution of foundation material such as gypsum or anhydrite,

! it is necessary to prevent a movement or significant flow of ground water in the founding rock. Please describe the monitoring procedures by whi;h ground water movements and ground water levels will be ob-served during both the construction and oceration phases of the plant.

2. The applicant's foundation consultants have reccmmended a program of

, inspection v.o mapping to ae carried out during foundation excavations.

The stated purpose of this pecgram is to veri #y solution activity in the excavation and to develop an explorat on i program which would explore the foundation rock below grade to elevations of 520 feet and 490 feet respectively.

Will this program be conducted by an engineering geologist or engineer J

trained in rock mechanics; will he be in residence while excavation is being performed and later when the drilling program is being carried

l l How are maximum horizontal dimensions of solution cavities and solution fissures to be determined f rom the borings which extend s below foundation grade?

3 For portions of the foundation that are selected for treatment or stabilization with concrete, an allowab; - bearing pressure one-half that of sound rock has been recommended. What effects will founda-tion treatment have on the recommended dynamic parameters for sound rock? For foundation areas that are treated, describe the testing or exploration program planned for evaluating the effectiveness of the treatment in filling solution openings and the changes in dynamic properties such as seismic wave propagation.

4. Clarify the basi. for selecting a multiple of the maximum horizontal dimension of a solution fissure or cavity as criteria for proceeding wi th foundation treatment based on depth below the foundation grade.
