Dear Sir:

Thank you for your " Notice of Hearing on Application for a Construction Pennit" pertaining to Docket No. 50-346 in the matter of the Davis-Besse Nuclear Power Station. '

I request pennission to make an oral statement at this hearing on December 8,1970; more a matter of a question as to the type of cooling tower planned. From all the materials I can garner, it appears to me that the open-air condenser coolino tower planned is a hazardous operation -- and that it, too, will heat up the surrounding waters --

even beyond the estuary into Lake Erie 'itself.

Also I wonder why we are not expending more research time on a fusion reactor rather than fission, so that we could put a temporary moratorium on all the present " hot-fuel" plants now being planned to prevent hot-fuel disposal problems and to allow for a safe environment. .

There are many , safety rules finally lanored when the times pinch -- such as power companies are now doing by using high-sulphur coal and we must stand by as small citizens and wait for them to add or replace' broken-down precipitators -- what happens in the future? YTnat happens when people must have power and to heck with the safety? Atomic Safety.

These are my three questions, and I am most sincere in my worry about this atomic plant having been so f ar constructed that you cannot at this pelritmake them waste their investment -- yet I have been tIying to get  ;

l someone to put a temporary stop to the construction long before they had so much money spent. Than you could have ruled in a calm setting on the  ;

actual safety to our environment; not only for those who live on and enjoy '

Lake Erie, but for all those persons everywhere who must depend on you )

alone for. their very life. , g y .
