SUMMARY
OF JULY 13, 2005, PUBLIC MEETING WITH FLORIDA POWER AND LIGHT COMPANY REGARDING PROPOSED INCREASE IN ST. LUCIE UNIT 2 STEAM GENERATOR TUBE PLUGGING LIMIT (TAC NO. MC6903)
On July 13, 2005, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of the Florida Power and Light Company (FPL) and its contractor, Westinghouse, at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to continue discussion of a proposed license amendment to increase the St. Lucie Unit 2 steam generator tube plugging (SGTP) limit. The meeting was open to the public, as stated in the meeting notice dated June 23, 2005 (ML051740273). There were no members of the public present. Enclosure 1 is a list of attendees and Enclosure 2 is a copy of the FPL view graphs presented during the meeting.
The licensee briefly recapped the discussions from the previous meeting on May 18, 2005 (ML051460567), then presented an updated status of the scope and plan for the submittal and requested staff feedback.
There was a lengthy discussion of a proposed change to Technical Specification (TS) 3.2.5 that would modify the Limiting Condition for Operation for Reactor Coolant System (RCS) minimum flow. The NRC staff indicated that the proposed wording would need to specifically define the period that the amendment would be effective. The Project Manager will develop revised wording. Also, the proposed TS would allow plant operation at 100 percent power with greater than 30 percent of steam generator tubes plugged as long as RCS flow is greater than 335,000 gpm. A question arose as to whether this would be consistent with the licensing bases and the NRC staff stated that it would review this condition and consult with the NRC Office of General Counsel before the next meeting.
The analyses for the 42-percent SGTP amendment will use the same methodology approved for the 30-percent SGTP amendment. FPL will demonstrate the applicability of methods and correlations in the submittal. A sample will be provided at the next meeting for NRC staff review.
During the discussion of Slide 9, the NRC staff questioned how common inputs to the analyses would be controlled. FPL stated that, to ensure compatibility of the various analyses, the design parameters to be used will be captured in a common electronic data base that will be used by all analysts.
During the discussion of Slide 29, the NRC staff noted that reduced RCS volume would also affect the analysis of a steam generator tube rupture.
At the next meeting, FPL will provide some examples of revised analyses for non-LOCA (loss-of-coolant accident) transients to illustrate proposed changes to current analyses.
The radiological analyses for steam generator tube rupture will use the same methodologies as the 30-percent SGTP amendment. The NRC staff stated that, for other events, it would only be necessary to show that the current analysis is bounding. FPL indicated that they will have some preliminary results for the next meeting.
The options of a single or phased submittal were discussed. The NRC staff felt that submitting in two phases would probably not be the most effective method, if it involved separate packages that would need to be consolidated and checked for consistency. It would be preferable to have the first submittal be a completely formatted package, leaving blanks where final information was not available. The final package would fill in the blanks and identify any changes from the first submittal.
FPL asked if the submittal could just contain new or revised information with references to the 30-percent SGTP amendment. The NRC staff indicated that it would facilitate the review if it were a stand-alone document to the maximum extent possible.
The parties agreed that the next meeting should be near the end of August. The Project Manager will make the arrangements.
