OF JUNE 3, 2021, PRE-SUBMITTAL MEETING
Dear Mr. Coffey:
By Subsequent License Renewal Application Notification|letter dated March 17, 2021]] (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21076A314), Florida Power & Light company (FPL or the applicant), submitted a letter of intent to submit a subsequent license renewal application (SLRA) for St. Lucie Plant (St. Lucie), Units 1 and 2.
On April 21, 2021, the U.S. Nuclear Regulatory Commission (NRC, or the staff) held a public meeting with FPL to discuss the expected content of the upcoming submittal of the SLRA for St. Lucie. The meeting summary is available in ADAMS Accession No. ML21127A218.
On June 3, 2021, the NRC held a second public meeting with FPL to discuss the irradiation of concrete and reactor vessel supports. The slides for the applicants presentation are available in ADAMS Accession No. ML21153A052.
The NRC staff began with introducing the logistics of the public meeting, including the agenda.
FPL then began their presentation by discussing the removal schedule of the surveillance capsule. The capsule removal for Unit 1 as stated in the Final Safety Analysis Report has an approximate removal schedule as 38 effective full power years (EFPY). However, as part of the SLRA, the applicant plans to modify the capsule removal schedule out to 47 EFPY.
FPL provided an overview of the primary shield wall (PSW) design configuration of Unit 1 and 2.
The applicant continued the presentation by discussing the irradiation of concrete. Based on the applicants evaluation the PSW exposures to radiation result in minimal impact to the concrete and the PSW maintains its structural integrity under current licensing basis (CLB) loading when considering the irradiation effects through the subsequent period of extended operation (SPEO).
The applicant concluded the presentation by providing an overview of the design of the reactor pressure vessel (RPV) supports and the effect of irradiation on RPV supports. FPL is performing a qualitative assessment of Unit 1 and 2 RPV supports that will provide the technical justification to support an inspection-based approach. The assessment will support that a plant specific aging management program (AMP) or an enhancement to an existing AMP will not be required. In addition, it will conclude that the RPV supports will continue to perform their June 29, 2021
R. Coffey intended functions consistent with the CLB when considering irradiation effects through the SPEO.
