SUMMARY

OF MARCH 13, 2019, MEETING WITH FLORIDA POWER & LIGHT COMPANY REGARDING A PLANNED LICENSE AMENDMENT REQUEST FOR ST. LUCIE PLANT, UNIT 2 (EPID L-2019-LRM-0013)

On March 13, 2019, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Florida Power & Light Company (the licensee) via teleconference. The purpose of the meeting was to discuss a planned license amendment request for St. Lucie Plant, Unit 2 (St. Lucie 2), which would request an extension to the required interval for performing inspections of the reactor coolant pump (RCP) flywheels.

The meeting notice and agenda, dated March 1, 2019, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML19060A161. A list of attendees is provided as an enclosure to this summary.

The licensee described its planned license amendment request for St. Lucie 2. The planned amendment would request extension of the interval for inspection of the Unit 2 RCP flywheels.

The licensee stated that the request would rely on Topical Report SIR-94-080-A, Relaxation of Reactor Coolant Pump Flywheel Inspection Requirements. The licensee noted that the safety evaluation approving the topical report (ADAMS Legacy Library Accession No. 9706240192) requires verification of selected RCP flywheel material criteria. The licensee stated that it could only locate data for one RCP flywheel; however, it believes that the data applies to all St. Lucie 2 RCPs because the RCPs were all procured under the same contract and manufactured at the same time. The licensee stated that the available material data meets or exceeds the criteria specified in the topical report safety evaluation. The licensee stated that the RCP flywheels have been periodically inspected in accordance with applicable requirements, with no flaws noted.

The NRC staff noted that, in addition to addressing the applicability of the material data to all St. Lucie 2 RCPs, the licensee would need to address the applicability of the approved topical report to the license renewal period beyond 40 years of operation. The licensee stated that it would evaluate precedent requests submitted by similar facilities in preparing its amendment request.

No regulatory decisions were made at this meeting. No members of the public identified themselves as being present on the call. No comments or Public Meeting Feedback forms were received.
