SUMMARY

OF APRIL 30, 2018, MEETING WITH FLORIDA POWER & LIGHT COMPANY REGARDING A PLANNED LICENSE AMENDMENT REQUEST FOR ST. LUCIE PLANT UNIT 2 (EPID L-2018-LRM-0023)

On April 30, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Florida Power & Light Company (FPL, the licensee). The purpose of the meeting was to discuss a planned license amendment request for St. Lucie Plant Unit 2 (St. Lucie Unit 2). The licensee intends to submit requests to change the spent fuel pool criticality analysis for the cask pit fuel rack at St. Lucie Unit 2. The meeting notice and agenda, dated April 11, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18101A138. The licensee's presentation and a list of attendees are provided as an enclosures to this summary. No regulatory decisions were made at this meeting.

The licensee's presentation discussion began with a description of the current spent fuel pool criticality analysis and how spent fuel placement is determined. The licensee then presented information regarding the proposed new criticality analysis and its implementation. Technical specification changes related to the described changes were then presented followed by a closing summary.

The NRC staff then asked general questions about scope of changes to be expected in this future licensee submittal which the licensee answered. The NRC staff specifically suggested that the submittal include kheat and drainage information related changes in spent fuel storage.

The NRC staff also specifically suggested that a discussion of neutron absorbing materials would be needed in the submittal, and that related information provided may be consistent with licensee documentation to support NRC Generic Letter 16-01.

Two members of the public were in attendance. No comments or Public Meeting Feedback forms were received.
