On March 14, 2013, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Florida Power & Light Company (FPL) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss inSights obtained by FPL about the performance of the replacement steam generators at S1. Lucie Plant, Unit No.2 after three operating cycles. A list of attendees is provided as Enclosure 1 and a summary of the meeting is included as.

The licensee presented information during the meeting, which has been included in the Agencywide Documents Access and Management System under Accession No. ML13094A174.

Members of the public were not in attendance. One member of the media participated via conference call. Public Meeting Feedback forms were not received.

TO DISCUSS INSIGHTS ABOUT THE PERFORMANCE OF REPLACEMENT STEAM GENERATORS AT ST. LUCIE PLANT. UNIT NO.2, AFTER THREE OPERATING CYCLES DOCKET NO. 50-389 Representatives of Florida Power & Light Co. (the licensee) met with representatives of the U.S. Nuclear Regulatory Commission (NRC) to discuss insights obtained regarding the performance of the steam generators at Sf. Lucie Plant, Unit No.2 after three operating cycles.

During the meeting, the following information was clarified/discussed between the NRC staff and the licensee:

The licensee clarified that the same probe types were used for the non-destructive examinations during the three refueling outages.

  • The NRC staff asked questions regarding the probability of burst calculated for the steam generator (SG) tubes and the licensee clarified that the probability shown was the probability of exceeding the technical specification performance criteria.
  • The licensee performed conservative and realistic operational assessments to bound the range of possible wear growth rates during the next operating cycle, which will be the first operating cycle with an approved extended power uprate.
  • The licensee had a second (independent) operational assessment performed and the contractor presented the results, which supported the first operational assessment.

The SG tubes have not been stabilized prior to plugging, but this is a long term issue.

  • The length distributions are based on a sample of wear indications rather than profiling all the wear indications. The length of the anti-vibration bar (A VB) wear indications is typically the thickness of the AVB (not shorter), so applying the sampling strategy for determining the length distributions was considered to be reasonable by the licensee.
  • There was some discussion on whether the tube wear from the appui (also referred to as V-shaped support pads and support positioning devices) posed any long term concerns, since the appui position the AVB support structure.
  • The differences in the number of indications in SGs A and B were reviewed by the licensee, and attributed to the amount of distortion of the AVBs.
  • The power uprate was not expected to result in a significant increase in the number of wear indications in the SGs.
  • The next scheduled inspection is in Refueling Outage 20, which is scheduled for March of 2014.
