LIGHT COMPANY REGARDING PLANNED LICENSE AMENDMENT REQUESTS FOR TURKEY POINT NUCLEAR GENERA TING UNIT NOS. 3 AND 4 AND ST. LUCIE PLANT, UNIT NOS. 1 AND 2 (EPID L-2018-LRM-0050)

On August 29, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Florida Power & Light Company (the licensee) via teleconference. The purpose of the meeting was to discuss planned license amendment requests for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point) and St. Lucie Plant, Unit Nos. 1 and 2 (St. Lucie), which would revise the emergency action levels at Turkey Point and St. Lucie based on the Nuclear Energy Institute (NEI) document NEI 99-01, Rev. 6, "Development of Emergency Action Levels for Non-Passive Reactors," dated November 2012 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML12326A805). The meeting notice and agenda, dated August 1, 2018, are available at ADAMS Accession No. ML18213A223. A list of attendees is provided as an enclosure to this summary._ No regulatory decisions were made at this meeting.

The licensee's presentation described its planned license amendment requests to revise the emergency action levels at Turkey Point and St. Lucie. The licensee stated that the planned requests would adopt all of the emergency action levels in NEI 99-01, Rev. 6; however, the licensee noted that the NRC staff had previously approved its request to adopt the fire-related notification of unusual event consistent with NEI 99-01, Rev. 6 at St. Lucie (ADAMS Accession No. ML18046A712). They confirmed that the amendment requests would be consistent with NEI 99-01, Rev. 6, identified 4 deviations from the guidance. The four deviations pertain to emergency planning (EP) frequently asked question (FAQ) 2015-013 (ADAMS Accession No. ML16166A366), EP FAQ 2015-014 (ADAMS Accession No. ML16166A240),

EP FAQ 2016-002 (ADAMS Accession No. ML17195A299), and Initiating Condition SG1. The licensee stated that the amendment requests would incorporate industry lessons learned.

The NRC staff stated that the regulatory basis for a complete emergency action level scheme change is Appendix E to Part 50 of Title 10 of the Code of Federal Regulations,Section IV.B.2.

Further, the NRC staff explained that a complete application would include both a redline strikeout version and a clean version of the basis document, calculations specific to the emergency action levels, a wall board, and a matrix that identifies any deviations or differences from the guidance. The NRC staff asked when the planned submittal date for the requests would be, to which the licensee stated that it expected to submit the applications in the fourth quart~r of 2018.
