SUMMARY

OF PRE-SUBMITTAL MEETING

Dear Mr. Moul:

By Subsequent License Renewal Application Notification|letter dated March 17, 2021]] (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21076A314), Florida Power & Light Company (FPL or the applicant), submitted a letter of intent to submit a subsequent license renewal application (SLRA) for St. Lucie Plant (St. Lucie), Units 1 and 2.

On April 21, 2021, the U.S. Nuclear Regulatory Commission (NRC, or the staff) held a public meeting with FPL to discuss the expected content of the upcoming submittal of the SLRA for St. Lucie. The NRC staff began with a brief overview of the subsequent license renewal (SLR) process.

The process consists of two tracks: the environmental review and the safety review. During the meeting, the staff shared a tentative review schedule. For an application submission date of August 3, 2021, the final licensing decision is estimated for March 17, 2023. For the St. Lucie SLRA, the NRC staff has incorporated process improvements and lessons learned from previous SLRA reviews, and as a result, will aim to issue one single safety evaluation report, in support of one single meeting with the Advisory Committee on Reactor Safeguards.

FPL then began their presentation with a description of St. Lucie. The St. Lucie Unit 1 entered initial period of extended operation (PEO) in March 1, 2016 and Unit 2 will enter PEO in April 6, 2023.

In the development of the St. Lucie SLRA, FPL will benchmark against other successful SLR utilities and incorporated industry license renewal operating experience. In addition, FPL will incorporate lessons learned from NextEra fleet experience. FPL will review and incorporate previous SLRA request for additional information from Turkey Point, Peach Bottom and Surry.

In support of the NRC review, the applicant will populate an e-Portal that will include a folder for each of the aging management programs (AMPs).

During the presentation, the applicant indicated that St. Lucie SLRA will incorporate the following NRCs interim staff guidance: SLR-ISG-2021-02-Mechanical, Updated AGING Management Criteria for Mechanical Portions of Subsequent License Renewal Guidance May 11, 2021

FPL shared that the scoping and screening and aging management review aspects were conducted using a methodology that is consistent with current standards, Nuclear Energy Institute (NEI) 17-01 and 95-10, R6, App. F. The applicant stated that St. Lucie will have aging management review line items consistent with the Generic Aging Lessons-Learned Report (GALL-SLR, Volumes 1 and 2, ADAMS Accession Nos. ML17187A031 and ML17187A204).

St. Lucie is expected to have a total of 48 (AMPs), all of which were developed to maximize consistency with the GALL-SLR. Of the 48 AMPs, 36 are existing while 12 are new and not a part of their initial license renewal. A total of 16 AMPs expected to be consistent with the GALL-SLR, 27 AMPs expected to be consistent with enhancements, and 4 AMPs expected to be consistent with exceptions and enhancements. St. Lucie is expected to have one plant-specific AMP.

The applicant provided an overview table of the St. Lucie time limited aging analyses (TLAAs).

The applicant does not plan on submitting any topical reports, but the St. Lucie SLRA will contain proprietary information that will be classified properly upon submission. The proprietary information will be submitted as enclosures to the application. The presentation ended with a detailed discussion on the reactor vessel (RV) internals, irradiation of concrete and irradiation of RV supports.

The applicant concluded the meeting by mentioning that they would like to schedule an additional safety pre-application meeting around mid-May or early June, to have further discussion on the irradiation of concrete and reactor vessel supports. FPL also mentioned that they would like to have an environmental pre-application meeting.
