OF DECEMBER 3, 2014, CATEGORY 1 PUBLIC MEETING WITH DUKE ENERGY CAROLINAS, LLC TO DISCUSS NEAR-TERM TASK FORCE RECOMMENDATION 2.1, FLOODING RESPONSE FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TAC NOS. MF1012, MF1013, AND MF1014)

On December 3, 2014 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML14328A057), a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Duke Energy Carolinas, LLC (Duke Energy) at NRC Headquarters, in Rockville, Maryland. The purpose of the meeting was for Duke Energy to provide a status of its response to the staffs request for additional information (ADAMS Accession No. ML14258B222) related to the Oconee Nuclear Station, Units 1, 2, and 3 (Oconee) flood hazard reevaluation report.

Victor Hall. Senior Project Manager with the Hazards Management Branch (JHMB) in the Office of Nuclear Reactor Regulation (NRR) opened the meeting and led the discussions on the NRC's behalf. Mr. Dave Baxter introduced the representatives for Duke Energy. Mr. Dean Hubbard, with Duke Energy, and Mr. Ben Zoeller, with AMEC Engineering, Inc., gave a presentation entitled "Jocassee Dam Breach Analysis" (ADAMS Accession No. ML14356A006).

Duke Energy's presentation and discussion focused on the revised analysis that Duke Energy has performed on the Jocassee Dam. Duke Energy presented updates on some of the technical details of its ongoing analysis. These updates included a discussion of breach analysis assumptions. Duke Energy noted that it plans for its revised analysis to conform to the NRC's guidance in Japan Lessons-Learned Directorate (JLD) Interim Staff Guidance (ISG) JLD-ISG-2013-01 "Guidance for Assessment of Flooding Hazards Due to Dam Failure," dated, July 29, 2013 (ADAMS Accession No. ML13151A153.). Duke Energy presented key assumption made for the breach analysis, and discussed some of its initial breach results. In addition, Duke Energy discussed its use of the TUFLOW FV, 2-dimensional modeling software, in its revised analysis. Finally, Duke noted that it expects to submit its revised analysis to the NRC by February 13, 2015.

The NRC staff asked technical questions regarding Duke Energy's approach and use of the TUFLOW FV software. The staff noted that review of any files that Duke Energy could make available on the Electronic Reading Room, in advance of the planned February 13, 2015, re-submittal, would be helpful to expedite its review. Duke Energy agreed to make these early updates available.

Members of the public were in attendance via teleconference. At designated points during the meeting, members of the public were invited to provide any comments on the presentations. A member of the public had a clarifying question. The NRC staff responded to all questions.
