OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 - CLOSURE OF LICENSEE RESPONSES TO EXTERNAL FLOODING LETTERS

{TAC NOS. MF0518, MF0519, AND MF0520)

The purpose of this memorandum is to document the closure of TAC numbers MF0518, MF0519, and MF0520 for the Oconee Nuclear Station (ONS), Units 1, 2, and 3. These TAC numbers were opened in January 2013, to allow NRR staff to charge time for the review of external flooding issues at Oconee, with the specific intent of addressing Duke Energy's (the licensee's) letter dated December 14, 2012 (ADAMS Accession No. ML12354A217). The subject TAC numbers were separate from the TAC numbers opened for staff review of the licensee's response to the NRC's March 12, 2012, 10 CFR 50.54{f) request for information related to the Fukushima event regarding external flooding. That response is being addressed by the staff under TAC numbers MF1012; MF1013, and MF1014 for ONS.

The NRC did not issue a specific letter in response to the licensee's letter of December 14, 2012; however, the NRC and the licensee maintained an ongoing dialogue regarding external flooding issues at ONS. Some of these interactions included public meetings on February 19, March 25, April 9, and September 24, 2013 (meeting summaries are at ADAMS Accession Nos.

ML13053A293, ML13092A363, ML13122A436, and ML13281A541, respectively). In the course of these meetings, the staff used the TAC numbers assigned for the Fukushima response to track all staff review on external flooding issues for Oconee. Therefore, there was no longer a need for the subject TAC numbers to track staff review effort, but these TAC numbers were never closed.

By letters dated March 6, 2015 (ML15072A099 and ML15075A032), Duke submitted revised flood hazard analyses and its plan for resolution of the external flooding issues at ONS. The existing TAC numbers for the review of the Fukushima responses will remain active. The staff

. has also opened new TAC numbers (MF5871, MF5872, and MF5873), to track any additional review effort on Oconee external flooding issues that goes beyond the scope of the review of the licensee's Fukushima 50.54(f) response. Consequently, as the ongoing reviews are sufficiently covered under these two sets of TAC numbers, the subject TAC numbers (MF0518, MF0519, and MF0520) are administratively closed as of the date of this memorandum.
