Anticipated Transients With Failure to Scram Interin Actions for North Anna Power Station Unit 2 This is in response. to your letter of August 17, 1979, describing interim actions required for plant operation pending final resolution of antici-pated transients with failure to scram. In our earlier responses on this subject, dated September 11, 1979, and October 18, 1979, we committed to:

1) revise emergency procedures to enable the operator to rapidly recognize and respond to an ATWS event and 2) conduct operator training to familiarize all operators with the indications of an ATWS event and the required corrective actions. This is to inform you that these two actions are now complete.

Attached is a copy of Emergency Procedure EP-1, " Reactor Trip", which has been revised to address ATWS concerns. All licensed operators have been instructed in the ATWS event and in the associated revisions to the reactor trip proce-dure. During the period from November 21, 1979 to December 21, 1979 all North Anna licensed operators received special training in ATWS events at the Surry simulator, including a demonstration of an ATWS event trithout corrective action. In addition, in the course of simulator training, each operator was presented with an unannounced ATWS event. All operators responded satis-factorily.
