Dear Mr. Denton:

AMENDMENT TO OPERATING LICENSE TECHNICAL SPECIFICATION CIIANGE NO. 23 NORTH ANNA POWER STATION UNIT NO. 1 Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company hereby requests an amendment, in the form of changes to the Technical Specifications, to Operating License NPF-4 for the North Anna Power Station, Unit No. 1. The requested changes are enclosed, and have been designated as Technical Specifi-cation Change No. 23.

The present design of the reactor building instrument air system is such that air f or instrumentation and control is normally supplied from the reactor containment instrument air compressors. Should this system malfunction, a manual cross connect valve allows air to be supplied from the auxiliary building air compressors. When this supply is required, an operator must be stationed at the containment penetration to close the manual valve should the need arise.

To avoid the need to continuously station an individual at the cross connect during periods when the auxiliary building source is used, an air operated cross connect / containment penetration valve arrangement will be installed. This arrange-ment will consist of two air operated, f ail closed containment penetration valves in series, installed at penetration No. 47 in place of existing valve 1-IA-54.

A phase B signal will initiate containment isolation of the cross connect line.

Required indication and controls will be added in the control room.

This change provides automatic containment isolation for a system line-up already provided for by use of a manual valve, allowing redundancy between two systems designed to the same seismic and code standards. Containment isolation is consistent with other systems, and the FSAR. By replacing one of the manual isolation valves (1-IA-54) with two trip valves, the margin of safety will be increased.

Denton 2 Installation of the air operated isolation valves requires revising Technical Specification Table 3.6-1, to delete valve 1-IA-54, which is being removed, and 1-IA-55, which is inside containment and will no longer be used for containment isolation. New valves TV-IA-102A and TV-IA-102B should be added to the Phase B va'.ve listing. In addition, valves 1-SA-57 and 1-SA-58 have been renumbered to 1-SA-29 and 1-SA-2, re9pectively. These changes should also be made in the specification.

Since this design change is being implemented during the current refueling outage, approval of this Technical Specification change will be required prior to startup.

This requested change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the System Nuclear and Operating Committee.

It has been determined that this request does not involve an unreviewed safety question, as defined in 10 CFR 50.59.

We have evaluated this request in accordance with the criteria in 10 CFR 170.22. Since the requested change enhances safety by replacing a manual isola-tion valve with two trip valves, the Staff should be able to conclude that this request does not involve a significant hazards consideration. Accordingly, this request has been determined to be Class III, and a check in the amount of

$4,000.00 is enclosed.
