Dear Mr. Mcdonald:

N. Thompson

Subject:

Completion of Review of Item 4.5.2, On-Line Testing of Reactor Trip System, Generic Letter 83 Joseph M. Farley Nuclear Plant, Units 1 and 2 We have completed our review of your letter dated November 4,1983, relating to Generic Letter 83-28 dated July 8,1983. Our consultant, EG8G Idaho, Inc.,

provided a technical evaluation report (TER EGG-NTA-7459) which is the basis of our enclosed safety evaluation (SE) for Farley Units 1 and 2.

Our SE concludes that the Farley design perinits on-line functional testing of the reactor trip system, including independent testing of the diverse trip features of the reactor trip breakers. Since Items 4.5.2 and 4.5.3 together constitute multi-plant action (MPA) B-93, the MPA will remain an active review item shown in the Safety Issues Management System pending completion of Item 4.5.3.

Sincerely,

/s/

Edward A. Reeves, Project Manager PWR Project Directorate #2 Division of PWR Licensing-A
