Gentlemen:

Pursuant to 10 CFR ,'30.73 Section (a) (1) and (d), attached is Licensee Event Report 413/87-11-03 (Revision 3) concerning a Unit shutdown due to Diesel Generator inoperability because of a manufacturing deficiency. Please note that the May 6, 1987 revision to LER 413/87-11 was mistakenly identified as revision 1 when it should have been Revision 2 (Revision 1 was submitted per my April 13, 1987 letter). Also, the May 6, 1987 revision did not include the changes submitted with the April 13, 1987 transmital. This event was considered to be of no significance with respect to the health and safety of the public.
