LICENSE NO. DPR-23 UPGRADED SITE EMERGENCY FIAN

Dear Mr. Risenbat:

In your letter of October 10. 1979, you requested that an upgraded emergency plan for the E. B. Robinson Plant be submitted for ER review prior to the Emergency Planning Review Team site visit, which is scheduled for early February 1980. In response to your request, Carolina Power & Light Company hereby sabeits the attached copy of our Carolina Power & Light Company, E. B. Robinson Steam Riectric Plant Unit No. 2 ,Imergency Plan, Revision Number 15 (December 27,1979).

Areas where Revision Ihasber 15 of our plan does not fully meet the latest emergency planning guidance are:

1) Technical Support Center.
  • At the present time, we have designated an area for Technical Support that meets present criteria; as defined l in Mr. R. R. Denton's letter of October 30, 1979, for NUREG-l 0578 Item 2.2.2.b, except for instrumentation. A closed circuit television camera that can seas and focus onto pertinent control room instrumentation is being investigated to ascertain its feasibility. It will be

- installed during 1980 if it is feasible. ,

2) Disseminating Evacuation Information To The Public.

At this time, we are planning to meet with the local Civil Preparedness Officials to obtain their concurrence with the most efficient and effective methods for accomplishing this task. This information will be incorporated in a i

subsequent revision to this plan once concorrence is reached.
