This letter is in response to a ve bal request made at a meeting he'on December 14, 1979 by Nr.V.Benaroya.At this meet'ng bh.Benaroya requested that the utilities with plants currently under review for an operating license submit a status of their plant designs w'th regard to the proposed Revision 2 of Regulatory Guide 1.97.Enclosed ycu w'll find tables comparirg he Susquehanna design with the crite ia of the proposed Revision 2 of Regulatory Guide 1.97.A'so enclosed are cozznents on the proposed.Guide.A review of the a tached tables indicates tnat the Susquehanna design functionally accomplishes most of the intended purposes of the Regulato y Guide.hhile the.unctional intent is met, Susquehanna does not meet the proposed cr'teria with regard to equipment qualificat'on.

The proposed Revision 2 of Regulatory Guide 1.97'nvokes Regulatory Guides 1.100 and 1.89.The Susqueharna design and cons ruction permits predate the issue of these guides.As stated in the FSAR, we are committed to qualifying our safety related instrumentation to IEEE-323-1971 and HEE-344-1971.We consider this equipment to be of a high auality and adequate to insure the safety of the plant~Any changes or additions to existing hardware should be consisten with these standards.

It should be noted that the enclosed tables identify indicators and recorders as being non-qualified.

PAL is undertak'ng a program to upgrade the qualification of control room disp'ays.In general, this instrumentation will be brought into compliance with other safety related instrumentation.

The details of this p ogram will be presented in the response to NRC r SAR review~estion 032.44.goo l We would also like o poirt out that the 200 day qualifica ion for]h ihase II instrumentation is not met.-This requ rement is an extension of the TrEE-323-1974 qualification.

This would add an additiqnal

PP8cL is undertaking a program to upgrade the aualification of control room displays.In general, this instrumentation vill be brought into compliance with other safety related instrumentation.

The details of this program will be presented in the response to NRC FSAR review Question 032.44.pool We would also like to point out that the 200 day qualification for Phase II instrumentation is not met.This requirement is an extension/of the IEEE-323-1974 qualification.

The LPRM string is located in the channels between the fuel bundles.The thermocouples would be monitoring the steam flowing through the channels as long as there is any water in the vessel.Once the water has all boiled off the thermocouples would be measuring superheated steam".By the time this point has been reached, significant fuel failure will have already occurred.It is our opinion that the identification of localized hot areas cannot be accomplished by this method.

Requirements to have recorder responses meet qualifications of possible transients has been omitted from the Grids.If continuous assessment is desired for type E instruments, then recording should.be the preferred approach.Clearer definitions of Emergency power source" and"Critical Instrument Bus" are required.It is not clear if an interruption of power for a short-time is acceptable.

Does the"Emergency power source" have to be Class lE?A note should be added indicating that the recording of valve positions for type A, B and C instruments is not required.For the Main Steamline Flow in Table 3 further clarification of the lower range limit should be given.Low steam flows cannot be measured with accuracy.Neutron Flux for a PWR is a Type E variable.Table 3 should be changed to make Neutron Flux a Type E variable.Micro curies per cc is not useful unit for measuring reactor coolant radiation level with an on-line system.For this to be meaningful information, the energy level has to be known.A more useful measure would be an energy weighted exposure rate per unit of volume.This could.be determined accurately without taking a sample.The range for radiation exposure rates is too high.A range with a factor of ten lower would accomplish the same results with better accuracy.The requirements of this Guide should be consistent with the criteria of NUREG 0578.The note"permanently installed monitors" is confusing when used with High Range Radiohalogen and Particulate variables.

The"purpose" statement indicates that taking samples and counting them in a lab is satisfactory.

The note in the range column indicates on line instrumentation is desired.Since reliable high range particulate and radiohalogen monitors are not commercially available, the note in the range column should be deleted.The post-accident sampling and analysis variables should not be put into any of the existing instrumentation classes.A ma)ority of the design criteria does not apply to these variables and they should be treated separately.
