Dear Mr. Keppler:

On March 28, 1980, Mr. T. D. Geib of Public Service Company of Indiana, Inc., (PSI) notified your office of a potentially reportable incident as required by 10 CFR 50.55 (e) . While performing surveillance at a piping fabricator's facilities, PSI Quality Assurance auditors noted that Certi-ficates of Compliance which furnished typical chemical and physical values had been supplied for several heats of weld filler material used and on pipe manufactured in accordance with ASME B&PV Code,Section III, Sub-section ND, 1974 Edition, Winter 75 Addendum. It was the PSI auditors' opinion that the ASME Code required Certified Material Test Reports (CWfR"S) to be supplied for each heat of weld filler material which would include a statement of the actual chemical and physical properties. Some of the heats of weld filler material in question had been used in pipe which had been delivered to the site.

As discussed in the September 29, 1980, interim report, PSI received an ASME Code Interpretation which stated that for material manufactured under ASME Section III, Subsection ND, 1974 Edition, Winter 75 Addendum a Certi-ficate of Compliance which provides typical chemical and physical properties of weld filler material was all that was required.

Other questions relative to the typical CMTR's were the sub]ect of a visit.

Keppler January 28, 1981 S80-12 All PSI nonconformance reports related to this incident have now been closed and have been found acceptable by the Project's ASME Authorized Nuclear Inspector. All of the related documentation and hardware has subsequently been " accepted-as-is." As a result, we feel that the potential for a reportable incident under 10 CFR 50.55(e) no longer exists.
