COMPLETION OF HPA A.20. THE ANTICIPATED TRANSIENTS WITHOUT SCRAM (ATWS) RULE, 10 CFR 50,62, FOR JOSEPH H. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. 59092 AND 59093)
By le?ters dated February 17 and December 9,1987 and April 28 and August 12, 1988, you provided responses to the ATWS Rule, as well as to NRC staff concerns expressed during a .teleconference on February 9,1988. We have completed a review of your submittals, in addition, we reviewed the Westinghouse Owner's Group Topical Report WCAP-10858, "AMSAC Generic Design Package," which you used at Farley site. Our safety evaluation is enclosed.
In the safety evaluation, we conclude that your ATWS mitigating system                                i actuation circuitry (AMSAC) design is in compliance with the requirements of the ATWS Rule, paragraph (c)(1) of 10 CFR 50.62. However, a final resolution                          :'
of the considerations and the need for Technical Specifications remains a pending issue. You will be advised when and if the issue requires any further action on your part.
In closing, I appreciate the plant tour of the ANSAC installation and the briefing conducted by Mr. Brian Whitley and plant staff personnel during riy                            ;
visit to the Farley site on May 18, 1988. At that time, the ANSAC was observed to be operational. You reported that operator requalification training included ANSAC information in the training cycle ending April 15, 1988. Your staff noted that the final ANSAC installation was considered to be completed at the end of the eighth refueling outage (May 20,1988) on Unit 1 and at the end                          l of the fifth refueling outage (December 2, 1907) on Unit 2.
