Faaetors are the closest plants to a major city, under construction g eg anywhere in the U.S. To site nuclear plants in such a densely pop-j r yo ulated area as Philadelphia is extremely unsafe. I n addition, we f I k are shocked to know that absolutely no amergency or evacuation pla L-s-

spills and leaks alrest.every day. We have heard that N,R.C. emergency' planning hearings around high population density sites will be held later this year. Due to the great interest Philadelphians have shown in the nuclear enercy question, evidencad by these petitions, we feel w~ u ~ s ..

strongly that one of the above mentioned hearings should be~ 1,n, Ehiladelphia.

C.A.N.E. believes in alternat:.ve sources of energy. Solar, windpower systems, hyd::celectric power , recycling and conservation.

by 1985. We =ust be ever mindful that Pennsylvania is a large coal state. Coal as energy was pushed aside because oil was cheaper.

This is no longer true. Even adding in the cost of " scrubbing" coal to rid our environment of pollutents, coal is less expensive than l than oil today. There can be no plausible excuse no to follow these directic..s when we consider the possibility of many new industries that would provide more technicians and laborers than nuclear plants.

Foremost in this proposal is the fact that this direction obviates the danger of nuclear meltdowns , nuclear waste and storage of the same, We are sending you these 2400 signatures on our petition to indicate to you that we Are not alone in our viewpoint, but in fact joined by citizens all over Northeast Philadelphia.

We are also sendino V:ia letter and petitions in relation to a pending court case, if your response is going to take over a week

Recognizing that:

'There are many dangers and ur. knowns associated with'the production of nuclear power and the nuclear fuel cycle. including low-level radLation, nuchsar wastes, decommisstorang (oliutting down) of nuclear plants, cad catastrophic acetdents. Although reactor operators are required to prepare evacuation plans, it la well known thJt in event of a major nuclear acetdent it woulJ be imposetble to evacuste the population of Philadelphia and the surround-Ing coantice. Due to the federal Price-Andersou Act, PECO would be exempt from most of the financial responsibtitty if there was an acetdent at Limer ick, leaving the victims with-out insurance coverage.

• Nuclear power has not proven to be the cheap source of energy that was promised, but instead even after receiviog immense subsidies for research and from tax loophofes is threatening to make electricity unalforcable for many consumers. The cost of Limerick nas skyrocketed from an ::rtgtnal p-ojection of S760 yntillon to a current estimate of

'The alternatives to nuclear power are readtly availablu. Cat scrvation, by making our I;ulldings, industries, and transportation system mere eilic:ent, can save far more en-ergy than nuclear power will provide. A gradual transition to renew.ule enerdy sources much as solar energy la feasible and economical.
