Enclosed please find comments submitted by Limerick Ecology Action, Inc. (LEA) intervenor in the above captioned proceeding, for consideration by the Commission as comments on Philadelphia Electric Company's request of May 14, 1985 for immediate effective-ness of an initial decision authorizing issuance of an operating license, pursuant to 10 CFR j 2.764. LEA respectfully requests the Commission to consider these comments prior to ruling on Philadelphia Electric's request, dated May 14, 1985 which asks the Commission to:
(1) dispense with its ten-day comment period or advise the parties immediately that any comments filed with the Licensing Board pursuant to its i
