Pursuant to the Freedom of Information Act, as amended (5 U.S.C. S 552) and the rules of the Nuclear Regulatory Commission ("NRC") issued thereunder (10 C.F.R. S 9.3 et seq._),

we request copies of all records, data, memoranda, docu5ients, reports, corresoondence, analyses and any other written mate-rials in the NRC's possession or control which relate to the potential environmental impacts associated with fue:. loading and/or low power testing of the Diab'o Canyon Nuclear Power Plant.

Without limiting the scope of this request,.but merely to assist the NRC in its search, the written materials that we are requesting may relate to the motion for licenses for fuel load-

ing and low power testing filed by Pacific Gas and Electric Company ("PG&E") on July 15, 1980, and may include the following: f
1. Any correspondence between the NRC Staff and l PG&E regarding the environnental-impacts of
fuel loading and/or low power testing.

, 2. Any written material relating to preparation of an environmental review, environmental impact statement, or environmental assessment for PG&E's proposed fuel loading and/or low power testing, including draf ts of such mate -

rial and/or documents discussing'the need for such envirennental documents.

We expect to receive your response to this request within ten (10) working days.

2 We will pay search and copying fees as set out in the NRC's regulations. If the search and copying fees to be incurred are expected to exceed $200.00, please notify the undersigned before this sum is exceeded.

In the event tl.at access is denied to any part of the requested materials, please identify and describe the with-held or deleted material in detail and specify the statutory basis for the denial, as well as your reasons for believing that an exemption applies. We also request that your descrip-tion of the deleted or withheld material include the title of the material, a description of its essence, the identity of its author, and the identities of any parties that have re-ceived copies or have had access to such materials. Please separately state your reasons for not invoking your discre+

tionary powers to release the allegedly exempt. materials.
