Enclosed please find the Joint Intervenors' Applica-tion for Stay, filed today pursuant to 10 C.F.R. S 2.788 in the above-entitled proceeding.
In order to ensure an opportunity for Commission review concurrent with its scheduled July 30, 1985 vote on the Unit 2 full power license should this Board deny the. stay application, the Joint Intervenors request a decision by this Board no later than July 29, 1984.
In the event that this Board denies the stay applica-tion, the Joint Intervenors request that it grant a limited stay of one week from the date of license approval by the Commission to permit them to apply to the United States Court of Appeals for the District of Columbia Circuit for an emergency stay pending appeal.
The Commission granted such a request in April and August 1984 when it voted to issue low and full power operating licenses for Diablo Canyon, Unit 1.
