Dear Members of the Board:

I am a Consulting Engineer in the San Joaquin Valley of California. My firm provides engineering services prin-cipally in the field of irrigation and drainage to numerous water agencies. Several of these agencies derive their supply from the Cal'*ornia Aqueduct, a feature of the State Water Project. We re gravely concerned as to the avail-ability of energy in the next decade that will be needed to pump this water and convey it throughout central and south-ern California. The attached chart shows the projected water demands of the California dtate Water project. You will note the two upper ranges of energy needs are from "other sources" which would be plants such as Diablo Canyon.

Should there be insufficient energy to meet the water demands, the economic impact as a result of the failure of the State Water Project will be catastrophic. The food and fiber production of the San Joaquin Valley is vital, not only to the State, but it also is a very vital part of our Balance of Payments.

There are also many water agencies who derive their supply from other sources, but again the availability of electrical energy is vital in order for them to meet the demands of the water users.

I recognize that you must satisfy yourselves as to the safety of the Diablo Canyon Power Plant before a license can be issued. When that phase of your investigation has been satisfactorily completed, we urge you to expedite finalizing the review so that California can receive this vital energy.

Of interest, there has been wide circulation of a study made by the Energy Resources Conservation and Development Commission of the State of California. This report indi-cates there is sufficient capacity available in the various (Continued)

Diablo Canyon Licensing Board December 18, 1978 Page 2 sources of energy in California to meet the projected demands to the year 2000. What is untold in this particular study is that it assumes that among the many power plants producing energy will be Units 1 and 2 of Diablo Canyon.

Again, I urge you to get this vital energy producer on line as soon as possible.
