SUMMARY

OF MAY 13, 2015, PUBLIC TELECONFERENCE REGARDING POTENTIAL SUBMISSION OF A LICENSE AMENDMENT REQUEST FOR A ONE-TIME EXTENSION OF COMPLETION TIME FOR NUCLEAR SERVICE WATER SYSTEM On May 13, 2015, the U.S. Nuclear Regulatory Commission (NRC) staff held a public teleconference 1 with the Duke Energy Carolinas (Duke or licensee). The purpose of the meeting was to discuss Duke's intent to submit a license amendment request (LAR) for a one-time extension of the completion time for one train of the Nuclear Service Water System.

  • During the meeting, Duke presented slides 2 that detailed the planned maintenance and discussed the information to be included in the LAR. After the licensee presented the slides, the NRC staff provided the following feedback. A list of attendees is provided in the enclosure.

  • Describe the Modes of applicability for the change
  • Provide the current technical specification Bases for the NSWS and UHS Slides 6 and 7
  • Describe expected maintenance evolution and criteria for termination Slide 8
  • Provide detail of the pipe manway and its restoration
  • Describe where the pipe contents will be flushed with respect to debris clogging
  • Describe the post-maintenance acceptance testing
  • Address leakage from the flange at the intake 1

  • Address all associated weather that could impact the maintenance evolution including the time needed to secure the activity as compared to warning time Slides 12 and 13
  • Address the plant status with respect to Title 10 of the Codf? of Federal Regulations (10 CFR) Section 50.65(a)(4) during the evolution
  • Provide any recent dam inspection results
  • Address foreign materials control
  • Provide detail on the closure procedure for the pipe access Slide 14
  • Ensure the licensing basis of utilizing the intake crosstie is clearly described Slides 18 and 19
  • Address what equipment will be considered protected during the evolution
  • Address the risk associated with external events during the evolution No regulatory decisions were made and the licensee indicated that they would consider the feedback provided by the NRC staff. The licensee indicated that the LAR would likely be submitted and request approval by November. The NRC staff noted that once the LAR was received, they would review the workload and evaluate what schedule was feasible.

Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received.
