SUMMARY

OF MARCH 23, 2011, MEETING WITH DUKE ON UPCOMING SUBMITTAL OF LICENSE AMENDMENTS REGARDING IMPLEMENTATION OF NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 (NFPA 805) (TAC NOS. ME5767 AND ME5768, CATAWBA 1 AND 2; ME5769 AND ME5770, MCGUIRE 1 AND 2)

On March 23,2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Duke's plans for upcoming license amendment requests to implement NFPA-805 at Catawba 1 and 2 and McGuire 1 and 2. A list of attendees is provided as Enclosure 1.

The licensee presented information (See Enclosure 2) on the status of license amendment submittals to implement NFPA-805 for McGuire 1 and 2 and Catawba 1 and 2. The licensee provided a detailed presentation of the components of the license amendment request (LAR) for McGuire 1 and 2, currently scheduled for submittal on June 29, 2011, and a summary level discussion of the LAR for Catawba 1 and 2, now scheduled for Summer 2012. The licensee also discussed the impact of NFPA-805 implementation at Oconee Nuclear Station, Units 1, 2, and 3 (Oconee 1, 2, and 3) on licensing activities for NFPA-805 at Catawba 1 and 2 and McGuire 1 and 2.

During the discussion of McGuire 1 and 2, the NRC staff asked about the scope of issues associated with implementing NFPA-805 at McGuire 1 and 2 versus the effort to do the same at Oconee 1, 2, and 3. The licensee responded that one of the main differences was the increased number of fire areas at McGuire 1 and 2. The NRC staff asked if there would be the same license conditions at McGuire 1 and 2 and Catawba 1 and 2 as there were in the license amendment for Oconee 1, 2, and 3. The licensee replied that there would not be the same licensee conditions . The NRC staff also asked several more questions about page 5 of the meeting handouts which presented the process for developing the LAR for McGuire 1 and 2.
