ENERGY TO DISCUSS A PLANNED LICENSE AMENDMENT REQUEST TO REVISE TECHNICAL SPECIFICATION 4.2.2, "CONTROL ROD ASSEMBLIES,"
TO PERMIT OPERATION WITH ONE LESS THAN THE REQUIRED NUMBER OF CONTROL RODS DURING THE UPCOMING OPERATING CYCLE FOR THE MCGUIRE NUCLEAR STATION, UNIT 2 (EPID L-2018-LRM-0055)
On August 29, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Carolinas, LLC (Duke Energy, the licensee) via teleconference. The purpose of this meeting was to discuss the licensee's planned license amendment to revise technical specification (TS) 4.2.2, "Control Rod Assemblies," to permit operation with one less than the required number of control rods during the upcoming operating cycle for the McGuire Nuclear Station, Unit 2. The meeting notice and agenda, dated August 24, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18239A016. A list of attendees is enclosed.
The licensee presented the proposed changes in a PowerPoint slide presentation on August 29, 2018, to aid in the NRC's review (ADAMS Accession No. ML18239A368). The slides for this meeting were made available along with the public meeting notice.
During the meeting, the licensee presented the following topics:
o Plans on submitting an exigent license amendment request (LAR) o Identification of suspected thermal sleeve wear on H-08 core location ( control rod)
- Found when reviewing video from last refueling (for another project) o Plans to remove and replace the themal sleeve
- First of a kind evolution o Technical content of planned LAR
- Allow operation for one operating cycle without control rod in H-08 should repairs of H-08 thermal sleeve be unsuccessful o Precendent- South Texas Project o Planned schedule for submittal
- Submit by September 7, 2018, and seek approval to support core reload activities (begin September 28, 2018)
The NRC staff provided feedback to the licensee in the following areas:
o Licensee justification for submitting under exigent basis o Details on planned repair o Parameters which could be affected when operating for one cycle without control rod in H-08 o Address any plant procedures for operating with one less control rod o Ensure no other thermal sleeves have a similar issue No members of the public were in attendance.
No regulatory decisions were made during this meeting.
