SUBJECT:

PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS N05. 1 AND 2, COMPLIANCE WITH ATWS RULE, 10 CFR 50.62 (TACS NOS. 59130/59131)

The NRC has reviewed the proposed implementation of the anticipated transient without scram (ATWS) rule (10 CFR 50.62) requirements as related to the Prairie Island Nuclear Generating Plant, Units Nos. 1 and 2. The review was based on the Northern States Power Company's submittals dated February 27, April 3, August 28, and December 1, 1987, and March 15, April 22, and May 12, 1988.

The NRC staff concludes that the design proposed for the Prairie Island Nuclear Generating Plant, Units Nos. I and 2, meets the requirements of 10 CFR 50.62 and therefore is acceptable. The staff's conclusion is contingent upon the successful completion of certain noted human-factors engineering studies and the satisfactory completion of the qualification of the isolation devices to which you have committed to complete before the ATWS neitigating system circuitry (AMSAC) is declared operational. The final resolution of the Technical Specifications will be covered separately as a future effort.

The NRC staff has also reviewed your proposed schedule for implementation prior to startup of Cycle 14 (November 1989) for Unit No.1 and prior to startup of Cycle 13 (March 1989) for Ur.it No. 2. We find these implementation schedules for both units acceptable. "

This completes our work effort under TACs 59130 and 59131, and a copy of our Safety Evaluation covering this issue is enclosed.
