VIRGINIA ELECiRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 REPLY TO NOTICE OF VIOLATIONS AND PROPOSED IMPOSITION OF $500,000 CIVIL PENAL TIES We have reviewed your letter of May 18, 1989 in reference to the NRC inspections conducted from September 1988 to March 1, 1989, and reported in Inspection Report Nos. 50-280/ 88-32 and 50-281 /88-32, 50-280/88-34 and 50-281 /88-34, 50-280/88-41 and 50-281/88-41, 50-280/88-45 and 50-281/88-45, 50-280/88-51 and 50-281/88-51, and 50-280/89-06 and 50-281 /89-06. The violations for which the civil penalty is imposed are correct as stated and therefore we have enclosed a check in the amount of $500,000 as full payment of the proposed civil penalties.

Sommers on June 14, 1989, we will submit a detailed response to the Notice of Violations by July 14, 1989. This additional time was requested due to the extensive ongoing restart activities at the plant and to permit management to focus additional attention to the restart of Surry Unit 1 following the protracted shutdown.
