SUBJECT: PALISADES NUCLEAR PLANT NRC SECURITY TEMPORARY INSTRUCTION 2201/002 INSPECTION REPORT 05000255/2009406(DRS)

Dear Mr. Schwarz:

On December 15, 2009, the U. S. Nuclear Regulatory Commission (NRC) completed a temporary instruction inspection at your Palisades Nuclear Plant. The inspection covered activities associated with the licensee's proposed intention to transition from a contract to a proprietary security force. On December 15, 2009, the NRC was notified that the licensee's transition to a proprietary security force was delayed and the new transition date is to be determined. The enclosed inspection report documents the inspection results that had been accomplished as of the date of this notification, and which were discussed on December 15, 2009, with Ms. B. Dotson and other members of your staff.

The inspection examined activities conducted under your license as they relate to security and compliance with the Commission's rules and regulations and with the conditions of your license. The inspector reviewed selected procedures and records, observed activities, and interviewed personnel.

No findings of significance were identified.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. However, because of the security-related concerns contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letter's enclosure will not be available for public inspection.
