SUBJECT:
PALISADES NUCLEAR PLANT - PLANT REFERENCE SIMULATOR INSPECTION REQUEST FOR INFORMATION
Dear Walter Nelson:
The U.S. Nuclear Regulatory Commission (NRC) will perform an inspection in January and February 2024 of the simulation facility (control room simulator) with an onsite portion conducted during the week of February 6, 2024, at the Palisades Nuclear Plant.
On December 13, 2023, April Nguyen, Chief, Operations Branch for the NRC, and yourself, had a phone conversation where final arrangements were confirmed to inspect the simulation facility. NRC inspectors will perform an inspection of the simulation facility to verify the design, maintenance, and suitability of the simulator using NRC Inspection Procedure (IP) 41502, Nuclear Power Plant Simulation Facilities. This inspection is focused on the simulator and its use in operations training. Regulatory requirements for the simulator facility are described in Title 10 of the Code of Federal Regulations (10 CFR) Part 55.
On June 13, 2022, Palisades ceased permanent power operations and subsequently removed all fuel from the reactor, as detailed in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22164A067. Upon Palisades transition into a decommissioning status, maintenance and modifications on the simulator stopped and specific parts of the simulator were used for other applications. On September 28, 2023, Holtec Decommissioning International, LLC (Holtec) submitted a letter to the NRC requesting exemptions from certain portions of the requirements of 10 CFR 50.82(a)(2) to pursue the potential reauthorization of power operations at Palisades, detailed in ADAMS at Accession No. ML23271A140. The NRCs initial acceptance to review Palisades request for exemptions was documented in ADAMS at Accession No. ML23291A440 on November 3, 2023.
We have discussed the schedule for these inspection activities with your staff. This inspection is resource-intensive for both the NRC inspectors and your staff. To minimize the impact to your onsite resources and to ensure a productive inspection, we have enclosed a request for documents need for this inspection. It is important that all these documents are up-to-date and complete, to minimize the number of additional documents requested during the preparation, and/or during the onsite portions of the inspection.
December 21, 2023
W. Nelson 2
If there are any questions about this inspection or the material requested, please contact the lead inspector, Bryan Bergeon at 630-829-9719 (Bryan.Bergeon@nrc.gov), or the Chief, Operations Branch, April Nguyen at 630-829-9587 (April.Nguyen@nrc.gov).
This letter does not contain new or amended information collection requirements subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). Existing information collection requirements were approved by the Office of Management and Budget, Control Number 31500011. The NRC may not conduct or sponsor, and a person is not required to respond to, a request for information or an information collection requirement unless the requesting document displays a currently valid Office of Management and Budget Control Number.
This letter and its enclosure will be available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.
Sincerely, April M. Nguyen, Chief Operations Branch Division of Operating Reactor Safety Docket Nos. 50-255 and 72-007 License No. DPR-20
