OF MAY 25, 2023, PUBLIC MEETING WITH VIRGINIA ELECTRIC AND POWER COMPANY CONCERNING A LICENSE AMENDMENT REQUEST TO REVISE EMERGENCY PLAN STAFF AUGMENTATION TIMES (EPID L-2022-LLA-0166)
On May 25, 2023, a public observation public meeting1 was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Virginia Electric and Power Company (the licensee, VEPCO) via video conference. The purpose of the public meeting was to discuss the license amendment request2 (LAR) for North Anna Power Station, Unit Nos. 1 and 2 (NAPS), and Surry Power Station, Unit Nos. 1 and 2 (Surry), that would revise Emergency Plan staff augmentation times. Specifically, the meeting was to discuss a licensee response to NRC staff questions that VEPCO submitted3 on March 30, 2023.
The NRC and licensee discussed RAI 1 concerning how the selected functions would be accomplished between 60 and 90 minutes. The licensee indicated that some of the functions could potentially be accomplished using onsite FLEX equipment.
The NRC staff and licensee also discussed RAI 2 regarding the ability to perform in-person field measurements with the proposed staffing levels. The licensee discussed the capability of installed monitoring equipment and suggested a procedural analysis study to demonstrate the functions to be accomplished. The NRC staff suggested further engagement may be warranted to reconcile NRC questions concerning the approach. Additionally, the NRC staff identified that RIS 2016-104 could provide additional guidance in this area.
Following the discussion, it was suggested that a regulatory audit may be useful in furthering the review. Both the NRC and licensee staff indicated that they would consider usage of the audit process.
