NORTH ANNA POWER STATION, UNITS 1 AND 2 AND SURRY POWER STATION, UNITS 1 AND 2 - REGULATORY AUDIT REPORT REGARDING REVIEW OF LICENSE AMENDMENT TO MODIFY EMERGENCY PLAN STAFF AUGMENTATION TIMES (EPID L-2022-LLA-0166)

Dear Mr. Stoddard:

By letter dated November 7, 2022, as supplemented by letter dated March 30, 2023, Virginia Electric and Power Company (Dominion Energy, the licensee) submitted a license amendment request (LAR) to revise the emergency plans for Surry Power Station (SPS), Units 1 and 2, and North Anna Power Station (NAPS), Units 1 and 2. Specifically, the LAR proposes to extend selected time requirements related to emergency plan staff augmentations.

On June 22, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff issued an audit plan that conveyed intent to conduct a regulatory audit to support its review of the subject license amendment. On July 10-11, 2023, NRC staff conducted a regulatory audit at SPS and Dominion Energy Virginia Headquarters.

The purpose of the audit was to gain understanding, to verify information, and to identify information that will require docketing to support the proposed licensing action. Based on the audit, the NRC staff intends to issue an additional request for additional information. The enclosure to this letter provides a report of the NRC staffs audit.

1.0 BACKGROUND

By letter dated November 7, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22312A550), as supplemented by letter dated March 30, 2023 (ML23089A354) Virginia Electric and Power Company (Dominion Energy, the licensee) submitted a license amendment request (LAR) to revise the emergency plans for Surry Power Station (SPS), Units 1 and 2, and North Anna Power Station (NAPS), Units 1 and 2. Specifically, the LAR proposes to extend selected time requirements related to emergency plan staff augmentations.

On June 22, 2023 (ML23152A043), the U.S. Nuclear Regulatory Commission (NRC) staff issued an audit plan that conveyed intent to conduct a regulatory audit to support its review of the subject license amendment. On July 10-11, 2023, NRC staff conducted a regulatory audit at SPS and Dominion Energy Virginia Headquarters.

The purpose of the audit was to gain understanding, to verify information, and to identify information that will require docketing to support the proposed licensing action. Based on the audit, the NRC staff intends to modify its one of two proposed limitations and conditions associated with its review of the topical report.

The NRC staff conducted the regulatory audit in accordance with the Office of Nuclear Reactor Regulation (NRR) Office Instruction LIC-111, Revision 1, Regulatory Audits (ML19226A274).

2.0 SCOPE AND PURPOSE The audit was held on July 10-11, 2023. The purpose of the audit was to help the NRC staff better understand the information supporting the LAR.

3.0 AUDIT TEAM The following NRC staff members participated in the audit:

Mike Norris, - Technical Reviewer Ray Hoffman - Technical Reviewer Ed Miller - Project Manager 4.0 AUDIT REPORT The purpose of this regulatory audit was to enhance the staffs technical understanding of the LAR, interact with the licensee technical staff supporting the LAR, and identify what information would need to be docketed to support completion of the review.

On July 10, 2023, the audit was conducted at SPS. The activities included discussions with onsite SPS staff regarding emergency plan capabilities and tours of associated plant systems and equipment.

On July 11, 2023, the audit was conducted at Dominion Energy Headquarters. The activities included discussions with Dominion Energy staff regarding emergency plan capabilities.

During both days, the discussions focused on licensee capabilities to perform functions in the areas of Radiation Protection, Maintenance, and Command and Control.

By the conclusion of the audit, the NRC staff indicated that it appeared that there was sufficient understanding of the LAR for the NRC to generate a request for additional information.
