Thank you for your response of November 13, 1996, which 3rovided additional information to the exercise weakness described in the su] ject report transmitted by our letter of September 30, 1996. Based on the information you provided in your reply, it appears that radiological conditionc were reported to offsite authorities some 19 minutes earlier than indicated in our report. ,
l Requirements in 10 CFR 50 Appendix E identify that notification of offsite l authorities regarding the declaration of an emergency is required within l 15 minutes of the declaration. Our expectation is that radiological condition information will be transmitted to offsite authorities with the initial notification of a General Emergency condition. If such radiological information is not available before the 15 minutes notification is made, then radiological information is to be promptly provided to offsite authorities to assist them in making important decisions concerning the need to take necessary actions to protect the public. Therefore, we do not concur with your conclusion that the 40 minute interval from the start of the release (the basis for the General Emergency declaration) to transmittal of the first Report of Radiological Conditions to the State was not excessive. Our observations during the exercise indicated that the input errors made with MIDAS Run Nos. 7 and 8 and the concomitant confusion and discussions surrounding them impacted the late transmittal of message Hidas Run No. 6, which is the report in question. Additionally, the radiological conditions that would have been transmitted by Midas Run Nos. 7 and 8 would have better i re)orted the radiological conditions surrounding the release. Therefore, we !
ac(nowledge that a time correction from 1:04 p.m. to 12:45 p.m. may be a)propriate. However,-the exercise weakness will remain, based on our direct caservations of the delayed reporting.
 
Based on the information you have provided in this response and on the basis of the Dose Assessment Review Task Team that you established to develop an action plan to resolve issues and implement enhancements to your dose assessment activities, no further reply to this issue is necessary.
