| j testing to detect degradation of the ECCW system. As discovered during a test 1 i conducted on October 1,1986, because of air inleakage, the ECCW system was not . | |
| j able to perform its required function of providing sustained siphon flow through the main condenser during a station blackout with the level of Lake Keowee nine 'i feet below full pond. Although the system had been tested _according to the procedure and at the required frequency, the test procedure:was inadequate to reveal the system deficiencies.

| off-site and on-site power (station blackout) coincident with a low level in '
