This is in regard to a request for approval of a route to be used for transport of. spent reactor fuel as contained in your letter of October 17, 1988.

The route requested in their letter is judged to meet the regulatory requirements >

in accordance with 10 CFR 73.37 for shipmer;ts of spent fuel from the Oconee 4

Nuclear Station, Seneca, South Carolina, to the Babcock and Wilcox Lynchburg Research Center, Lynchburg, Virginia. In the event your carrier is required to .

deviate from the approved route, please call the contact listed on page 2 of

, this letter as soon as possible prcviding the details.

l Arrangements with law enforcement agencies along the route as required by i 10 CFR 73.37 (a)(2) have been completed by the NRC staff. Data relating to '

these arrangements and a copy of the approved route are enclosed. This infor-mation is to be incorporated into your shipment plans and provided to your carrier along with instructions regarding its use.

Please note that assuring highway safety is the responsibility of the licensee and carrier and our approval 1s not intended to provide relief in this regard.

During seasonal periods when inclement weather with accompanying hazardous road conditior,s can occur with short notice, the appropriate state police should be contacted with regard to road conditions before a shipment convences.

I Please note that the notification requirenants of 10 CFR 73.37(f) and 73.72 for each shiprent still apply. When making a notification to a governor or his desig-nee, it should be very specific especially with regard to notification of series y

shipments. Written notification must designate exactly how many individual ship- l 1 ments are to be included.
