SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORT N05, 50-269/93-23, 50-270/93-23
'AND 50-287/93-23)
This refers to the special inspection conducted by the Nuclear Regulatory Commission (NRC) at your Oconee. facility during the period August 23 through August 28, 1993. This inspection included a review of events that led to the August 23 trip of Oconee Unit 1.
At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the enclosed report.
The enclosed copy-of the special inspection report identifies the areas examined during this inspection. Within these areas, the inspection consisted
-
of selective examination of procedures and representative records, interviews with personnel and observation of activities in progress.
Based on the results of this inspection, certain activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice of Violation (Notice). The violation is of concern because it involves failures to follow maintenance procedures which resulted in a reactor trip and a challenge to the Emergency Feedwater System.
In addition to the need for corrective action regarding the specific matters identified in the enclosed Notice, we are concerned about implementation of your maintenance program
,
which permitted this situation to develop. The NRC is concerned because these failures represent a continuing problem with maintenance activities at Oconee.
You are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. In your response, you should document the specific actions and any additional actions you plan.to prevent recurrence. After reviewing your response to this Notice, including your proposed' corrective actions and the results of future inspections, the NRC will determine whether further NRC enforcement action is necessary to ensure compliance with the HRC regulatory requirements.
In accordance with 10 CFR 2.970 of the NRC's " Rules of Practice", a copy of this letter and its enclosures will be placed in the NRC-Public Document Room.
