Dear Mr. McCollum:

By your application dated November 3,1997, and affidavit executed by James A. Taylor, Manager of Licensing Services, Framatome Technologies, Inc., dated November 3,1997, you submitted BAW-2303P, Rev. 03, 'OTSG [Once-Through Steam Generator) Repair Roll Qualification Report," dated October 1997, and requested that it be withheld from public.
disclosure pursuant to 10 CFR 2.790. Subsequently, by letter dated December 18,1997, you sutmitted a nonproprietary version of the report to be placed in the NRC's Public Document Room.
Your application of November 3, also provided responses to the NRC's request for additional information dated October 30,1997. You stated that the responses contained proprietary information and requetted thst they be withheld from put.E disclosure.
Mr. Taylor's affidavit stated that the BAW-2303P, Rev. 03, report should be considered exempt from mandatory public disclosure for the following reasons:

The information reveals data or material conceming FTl [Framatome Technologies, Inc.) research or development plans or programs of present or potential competitive advantage to FTI.

The use of the information by a competite would decrease his expenditures, in time or resources, in designing, producing or marketing a similar product.
