SAFETY EVALUATION REPORT: APPLICATION DATED OCTOBER 17, 1985, RE: CONSTRUCTION AND USE OF FACILITIES TO SUPPORT EXPANDED OPERATIONS

Background

W.has a number of plant activites which need to be relocated so that a second TDR line can be installed. In addition, a building must be constructed for a new activity which was authorized in the license, as renewed. The subject

  • application requests authorization to operate these relocated or previously authorized activities in the newly constructed facilities.

Discussion The construction projects being reviewed include:

1. office building expansion - 25,000 square feet,
2. cafeteria services expansion - 3000 square feet,
3. a southeast contiguous addition for bulk powder blending and storage, change roons, laboratories, maintenance, and offices - 46,000 square feet,
4. a southwest contiguous addition for scrap recovery, blending, rod salvage, and SNH storage - 15,000 square feet, and,
5. a detached building in the southeast area for the Improved Fuel Processing Operation - 48,000 square feet.

All construction will conforn to the Southern Building Code. W will minimize construction effects such as water runoff and dusting. Landsciping will be perforred following construction. Consequently, the environmental effects of construction will be minimal. Manufacturing and support facilities will continue to occupy less than 5 percent of the site, a factor discussed in the Environmental Assessment for Renewal of Special Nuclear Materials License No. SNM-1107, May 1985.

NOV 181985 Operation of the new facilit.ies will be subject to the existing radiological and nuclear criticality safety criteria and the effluent controls and limits in -

the renewed license. Throughput in the~ plant will not exceed the throughput evaluated in the Environmental Assessment.

Conclusions / Findings The staff concludes that construction of the facilities will have no adverse-effect on the environment. Operation of the facilities should have no effect ,

on the environment beyond that identified in the Environmental Assessment l and the Finding of No Significant Impact, Federal Register, May 23, 1985.

The staff has no objection to construction of the facilities. In accordance with 10 CFR 51.22(c)(11), no Environmental Impact Statement or Environmental Assessrent is needed. Operation of the facility for the Ittproved Fuel Processing Operation, as described in Section 1.9.10 of the application for license

_ renewal, is authorized. Pending review of appropriate safet;y demonstrations for the contiguous scutheast and southwest facilities, operation of the two conticuous facilities is not authorized.
