Based on further review by the District and discussions between the District and the NRC, the District hereby supplements the December 23, 1987 submittal of Proposed Amendment 155, Revision 2.
Attachment I lists and discusses all the changes being made. Attachment II contains all of the revised Proposed Amendment 155, Revision 2 pages which incorporates the changes discussed in Attachment I.
The Safety Analysis and no significant hazards consideration of the District's December 23, 1987 submittal of Proposed Amendment 155, Revision 2 remain valid for this supp'lement.
Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed o.- this proposed amendment by mailed copy of this submittal.
Since this is a supplement to Proposed Amendment 155 , Revision 2, no additional license fees are required.

* Add the term "DEWATERING" to the PROCESS CONTROL PROGRAM (PCP)
I definition, Technical Specification 1.13.
Discussion: The term DEWATERING is added to accommodate a request by the NRR reviewer to include dewatering in the PCP definition.
* In Specification 3.17.4 change the 31-day projected dose limits from 0.60 mrem to the total body or 2.0 mrem to any organ to 0.25 mrem to the total body or 0.83 mrem to any organ.
Discussion: The 31-day projected dose limits were lowered to more reasonably assure the annual release guidelines of 10 CFR 50, Appendix I will be met.
* Change the wording in the discussion of new Specification 3.17.4 to reflect the new 31-day projected dose limits.
Discussion: The existing discussion reflected the less conservative projected dose limits. Wording changes are made to acknowledge the new, more conservative 31-day projected dose limits.
* In Specification 3.25 change all references of "12 consecutive months" to "a calendar year".
Discussion. Meeting the dose limits of gaseous and liquid effluents are based on measurements over a calendar year. Specification 3.25 is changed to properly reflect the calendar year basis.
* In Table 4.1-3 add the words "each makeup" to the "Frequency" column of item 7, change item"9" to item "8", and place a bar (-) over E in Table Note (4).
Discussion: The words "each makeup" were inadvertently deleted in reference to item 7. Item 9 should have been labeled item 8. The bar (-) was inadvertently placed over the "d" in determination instead of over "E".

* Change the words "isolation of this pathway" in Table 4.20-1 Table Note (1) to "termination of the purge".
Discussion: The new specification wording is being changed back to existing terminology to assure that the plant design is properly considered.
Clarification of the pathway is also made.

* Replace Pages 142 and 143 and relable heading of new Page 142 Discussion: Pages 142 and 143 were inadvertently issued in the wrong order.
New Page 142 had the improper heading placed on it.
* Corrected index page X by adding 4.21-2.
Discussion: New table was not added to index.
