Dear Sir:

This letter contains a proposed amendment to the Technical Specifications for Facility Operating License Nos. NPF-35 and NPF-52 for Catawba Nuclear

. Station Units 1 and 2, respectively. The request involves replacing ,

' Technical Specification Surveillance Requirements 4.6.6.1 and 4.6.6.2, C Containment Valve Injection Water System (NW) Surge Tank pressure and seal injection flow rate requirements, with more conservative limits to reflect revised Nuclear Service Water system analyses. The more restrictive -

'arveillance Requirements have been administrative 1y implemented at Catawba. The proposed amendment would eliminate an inconsistency between the NW Technical Specification requirements cnd revised Duke Power design calculations. The proposed amendment also includes an administrative change which deletes the Technical Specification page 3/4 6-54 footnote. ,

f Attachment I contains the proposed changes. Attachment 11 contains a discussion of the justification and a No Significant Hazards Analysis. The analysis is included pursuant to 10 CFR 50.91. It has been concluded that the proposed amendment does not involve significant hazards considerations.

Pursuant to 10 CFR 50.91 (b) (1) the appropriate South Carolina State Official is being provided a copy of this amendment request.
